WRITE: add a user to a usergroup (they must not already be a member). Groups can drive course or path assignments. POST /usergroups/members/{usergroup_id}/{user_id}/.

WRITE: create a new LMS user. The username must be 4-40 characters (letters, numbers, @ . _ -) and not in use. Returns the new user id.
