Append or insert [N] citation markers into RAG output text. Use after generating an answer to attach inline citations to the source list. Two modes: 'end' appends markers space-separated at the end; 'position' inserts at a given offset.

Input parameters:

- `at` (string)
- `citations` (array, required): Citations to insert. Each has an idx (the visible number) and an optional source_id (opaque key your RAG layer uses).
- `position` (integer): Required when at='position'. Insertion offset in chars.
- `text` (string, required): The text to annotate.

### `parse_citations` (~53 tokens)

Find every [N] marker in text. Returns position, the bracketed number, and the marker length. Only matches [<digits>] — text like [abc] is ignored.

### `strip_citations` (~43 tokens)

Remove every [N] marker from text. Whitespace around removed markers is left as-is; the caller can re-collapse if needed.
