## Trust breakdown

How this component scores in each security and reliability category. Every signal is checked automatically against the live server, and we only credit what we can confirm. Scores are 0–100 per category. Scoring method: https://verifymcp.io/docs/scoring (what has changed: https://verifymcp.io/docs/scoring/changelog)

Scored 2026-08-03.

- **Endpoint Security**: 66/100
  - The endpoint's TLS certificate is valid, in date, and uses a strong key.
  - Authorisation not fully verified: no authorisation is required to call this server, and 7 tool(s) never declared a destructiveHint. The MCP spec treats an absent hint as destructive by default, so we cannot call this surface safe.
  - HTTPS is enforced; there's no plaintext access path.
  - The HSTS (Strict-Transport-Security) header is present.
  - DNSSEC is configured correctly; the domain's records validate against the full chain to the root.
- **Transport & Reachability**: 100/100
  - Verified streamable-http transport via a live MCP handshake.
- **Schema Quality & AI Usability**: 71/100
  - AI-judged instruction clarity (excellent).
  - Context-footprint check failed: tool/resource definitions use about 1009 tokens (~144/item across 7 items; 7 tools + 0 resources), over budget; trim descriptions and params.
  - Usage-examples check failed: none of the tools include examples.
- **Stability & Change Management**: 3/100
  - Stability observed for 1 of 30 days with no destabilising changes; credit accrues until the full window elapses.
- **Tool Coverage**: 89/100
  - 100% of tools have a non-trivial description (not blank, and not just the tool's name).
  - 68% of tool parameters carry a description.
- **Capabilities**: 20/100
  - Spec-recency check failed: implements MCP spec 2024-11-05; the latest is 2026-07-28.

## MCP tools (7)

### `search_tenders` (~454 tokens)

Search Greek public-procurement acts across THREE cross-linked sources — Διαύγεια, ΚΗΜΔΗΣ (Central Electronic Public Procurement Registry) and EU TED. Filter by source (diavgeia|kimdis|ted), lifecycle status (request|tender|award|contract|payment), buyer or supplier ΑΦΜ (9-digit tax id), CPV code, EUR budget range, free-text q over the act title, and procurement signals (published facts from ΚΗΜΔΗΣ): direct_award (απευθείας ανάθεση), single_bidder (≤1 bid on the contract), cancelled. Returns a paginated envelope. Natural-person counterparties are redacted.

Input parameters:

- `budget_max` (number): maximum amount_net in EUR
- `budget_min` (number): minimum amount_net in EUR
- `buyer_afm` (string): 9-digit buyer ΑΦΜ
- `cancelled` (boolean): only acts the source marked as cancelled
- `cpv` (string): CPV code (e.g. 79710000)
- `direct_award` (boolean): only direct awards (procedure = απευθείας ανάθεση) — a published ΚΗΜΔΗΣ fact
- `has_chain` (boolean): only acts linked into a reconstructed lifecycle chain (request→tender→award→contract→payment)
- `page` (number)
- `page_size` (number): max 200
- `price_only` (boolean): only awards/contracts decided on lowest-price alone (award_criteria = Βάσει τιμής / Χαμηλότερη Τιμή), excluding most-economically-advantageous (MEAT) criteria
- `q` (string): free-text search over the act title
- `single_bidder` (boolean): only contracts where ≤1 bid was submitted (maxBidsSubmitted; single bidder)
- `source` (string): filter by data source
- `status` (string)
- `supplier_afm` (string): 9-digit supplier ΑΦΜ
- `year` (string): 4-digit issue year, e.g. 2026 — restricts to acts issued that year

### `get_act` (~77 tokens)

Full detail of one act by its id (Διαύγεια ΑΔΑ, ΚΗΜΔΗΣ 'kimdis:<ΑΔΑΜ>', or TED 'ted:<number>'): canonical fields, resolved buyer/supplier entities, CPV codes, and its cross-source lifecycle chain if linked.

Input parameters:

- `ada` (string, required)

### `get_entity` (~111 tokens)

Profile of a legal entity (company or public body) by 9-digit ΑΦΜ: name, role, and spend/receipt statistics as buyer and as supplier. EUR totals = the COMMITTED procurement value counted ONCE per procurement (deduplicated across ΚΗΜΔΗΣ/Διαύγεια sources and the award→contract→payment lifecycle; tenders/budgets excluded), so it reflects real committed spend, not a sum of every published act.

Input parameters:

- `afm` (string, required)

### `get_chain` (~49 tokens)

A reconstructed procurement lifecycle chain by chain_id: the linked sequence of related acts (e.g. commitment → award → contract → payments) with confidence and link method.

Input parameters:

- `chain_id` (string, required)

### `rank_entities` (~142 tokens)

Rank top Greek public-procurement entities. role=buyer (default) or supplier; by=spend (default — COMMITTED procurement value in EUR, counted ONCE per procurement: deduplicated across sources and lifecycle stages, tenders excluded), single_bidder (count of ≤1-bid awards/contracts) or direct_award (count of απευθείας ανάθεση). Answers 'top 10 suppliers by public revenue', 'which buyers award most without competition'. Returns afm, name, metric, total.

Input parameters:

- `by` (string)
- `limit` (number): max 50, default 15
- `role` (string)

### `spend_by_cpv` (~93 tokens)

Committed public procurement value by CPV category (2-digit division), optionally for one year. Value = counted ONCE per procurement (deduplicated across sources and award/contract/payment stages; tenders excluded). Answers 'what does the Greek state spend the most on'. Returns cpv_division, acts, spend (EUR).

Input parameters:

- `year` (string): 4-digit year; omit for all-time

### `entity_counterparties` (~83 tokens)

Top counterparties of an entity (ΑΦΜ): for a buyer, the suppliers it pays most; for a supplier, its top public buyers — with act counts and EUR totals. The 'who does business with whom' due-diligence view.

Input parameters:

- `afm` (string, required)
- `limit` (number): max 30, default 10
