Fetch and extract content from authenticated web pages using a local Chrome/Edge browser via DevTools Protocol. Automatically detects auth redirects by waiting for network idle. Supports smart tab reuse within the same domain to preserve authentication sessions. Returns both plain text and HTML content.

Input parameters:

- `keepPageOpen` (boolean): Keep the tab open after fetching for manual auth or reuse (default: true)
- `url` (string, required): The URL to fetch
