Audit a local PDF against the machine-checkable basics of PDF/UA (ADA/EAA/Section 508 relevance): tagging, structure tree, document language, exposed title, image alt text, reading order, and assistive-access locks. Runs entirely locally — the file is never uploaded. Returns pass/fail per check plus a routing verdict (guaranteed | repair | ocr | already-compliant) describing how fixable the document is. A failing document is NOT accessible; a passing one meets the basics but full compliance needs deeper verification.
